General Information for 09/10 Technology Plans –

CDE’s WEB site is: http://www.cde.ca.gov/fg/fo/r5/eettf09rfa.asp

You can look at the link on this page for the 09/10 materials that in general describe the current process on how to author a Technology Plan for State Approval.

Materials you may be interested in include:

TO WRITE A NEW PLAN à

  1. the new official “Appendix C” – which describes the 30 criteria, spread over NINE major sections, which any Technology Plan must address in order to be state approved. (EETT Formula - Guidelines)
  2. the PowerPoint that describes how each criteria section should be written (5_EETTFormula08_09.ppt)

The concept is to use both documents (1 & 2) while each section is written.  No one should be writing sections, without these documents in front of them.

  1. changes for 09/10-technology plan.  If you have had a priorly approved plan, these changes will need to made early on in the process of developing the new one. (TechPanchanges.doc)

THE FOLLOWING APPLIES ONLY IF YOU ARE USING YOUR TECH PLAN AS AN E-RATE PLAN

  1. the relationship between the Technology Plan, E-rate, the filing of E-rate form 470, and the timing of your Technology Plan submission for this year, if your E-rate program for 10/11 requires the filing of form 470. (Form470Language.doc)
  2. If you are using your Technology Plan as an E-rate Plan, are you internally filling out the yearly Supplemental Form and placing it on-site for possible E-rate audit at a later time.  This document contains three pages of guidance as well as the form itself. (Supplemental.doc) www.cde.ca.gov/ls/et/ft/eraterefbinder.asp

THE STEPS IN WRITING A TECHNOLOGY PLAN INCLUDE:

  1. have a one hour meeting with Local CTAP, your writers, and the person administratively responsible for your District’s or Charter’s Tech Plan, to go over what is expected and make sure that everyone is aware of the changes since the last time it was written.
  2. If you have a Prior Plan:
    1. Start by re-aligning the format of it, to document number 3 above.
    2. Remove any outdated references or completed goals and objectives.
    3. Update the old plan to the new time frame (3 to 5 years), from July 1, 2010
    4. Add new goals and objectives as desired/required
    5. Write the new required pieces of the plan (see documents 1, 2, and 3 above)

WHAT CTAP CAN DO TO HELP:

  1. When Sections 1 through 4, (1. Plan Duration, 2. Stakeholders, 3.Curriculum, ands 4. Professional Development) are completely written/FIRST COMPLETE DRAFT, a CTAP paid/trained “reader/groomer” will be assigned to work with your writing team to assesses each of the required criteria.  The reader groomer will provide specific directions on which criteria pass and where improvements need to be made.
  2. We wish to repeat this exchange process at least THREE times (or more) until both CTAP and the district or charter agrees that it will pass.
  3. It is CTAP’s function as the “gatekeeper” in that only plans that CTAP believes “will Pass” may be submitted to CDE for approval
  4. And as much as we might like to….. NCLB Part IIb prohibits CTAP from writing your plan for you.
